Intimidation factor guarantees the enemy shoots at you. Long ship and bad turning radius means you eat torpedoes like gum balls. Iowa is EXTREMELY punishing for poor strategies. Tactics defines how you achieve that criterion, do you shoot belt, bow, super structure, or above the belt but below the super structure? How often do you dodge and weave for torpedoes? How much angle and can you afford to bring your rear turret into play? Strategy is what defines where you go, what you do when you get there, and your criterion for success or failure. Like you said before, she isn't accurate at range and in the wrong brawl she is demolished.
I do not have an Iowa but my understanding is that what defines good Iowa players isn't tactics but strategy.
